The City of Muskego Municipal Code defines a dog fancier as "any person
in a single family residential dwelling unit who keeps, harbors, raises or
possesses not less than three nor more than four dogs over the age of five
months."  All permits expire on December 31st of the year they are issued. 
The permit must be renewed annually and individual dog licenses purchased.
