To date, the City has had no officially dedicated economic
development staff person, instead relying on a network of City staff
and elected and appointed officials to assume these responsibilities.
A successful and sustained economic development effort will require a broadened and more structured role for City staff.
Two potential models for the reorganization of the City's
current Planning staff are discussed in the report. Both models are
based on an integrated Community Development Department responsible for
traditional land use planning, design review, and economic development
functions.
